Do you believe there should be stricter laws and harder consequences for animal cruelty? For example, Michael Vick spent only 18 months in prison for knowingly running a dog fighting ring. Should such criminals not be charged as true criminals instead of someone who has merely committed a seemingly minor crime?

Ben Cardin: Well, I think that Michael Vick paid a significant consequence because of his actions, including missing a significant part of his career. So I think it had an impact, a major impact on him.

What are your plans and timeframe for FISA and PATRIOT Act reform legislation?

Ben Cardin: I’m for Congress taking this issue up sooner rather than later. Some of these provisions expire this year. Most don’t expire for sev yrs. But I hope congress will take this matter up quickly. The three provisions that expire this year need to be taken up first, to see whether they need to be continued or modified. So I’m for looking at it. I want to make sure we have institutional protections on the use of these powers, so that it cannot be abused as it was under the Bush Administration. And I want to see whether these tools are important.

Over withhold on your taxes & you can get an interest free refund and that's like giving the government an interest free loan. Why, if you under withhold, pay up any balance due when you file on time-- you will still be charged interest on the amount under withheld?

Well clearly if you underpay you understand why you have to pay interest. It seems to me there should be parody so I think it is a good point. I think we should take a look at it. But it is two separate issues one where you have underpaid your taxes and you should done a more careful job the other where you’ve overpaid and you don’t want to make the government your bank. I think it is a good point and I think we should look at parody between the interest rates.
