“Of course it is. And we all know that and we have always . . . So if you have good reason that shouldn’t be any problem. And the courts are ready to move as quickly as possible, and we even allow them, in cases of emergencies, for them to go ahead and do it and come to the courts later, but they still have to come to the courts. The way we have been operating hasn’t been a rule of law, and the administration wants to continue to do that and that’s not what America is all about.”
